This is an unusual diving angle for a Lake built submarine, as Lake's design emphasized zero-angle diving utilizing his patented midships diving planes. Zero-angle diving (aka "even-keel diving") was a problematic concept. It never really worked the way that Lake envisioned, as even a minor imbalance in fore to aft trim would cause the boat to take an angle. There was also a design issue with the diving planes being too close to the pivot point of the boat's longitudinal plane, rendering them far less effective in canceling out problems in trim.

N-7 with other submarines at Cape May, NJ, summer of 1918. N-7 and several other USN submarines actively patrolled the American east coast to guard against attacks on shipping by German U-boats. Cape May was one of several temporary bases set up to refuel and reprovision the boats. Cape May's use by the Navy was temporary, and the facility was eventually turned over to the Coast Guard. The identities of the other submarines are not known for sure, but they look to be Lake design O and N-class boats.

Another closeup of the above photo, focusing on N-7's stern. The horizontal "shovel" style stern provided extra buoyancy that the EB design lacked. This was one of the Lake features that the Navy actually liked. Large ships can be seen in the distant background.
