You may notice that the 3"/50 caliber deck gun is yet to be installed. She does, however have the permanent steel chariot bridge inplace, providing much better protection for the bridge crew than the original open bridge.

The newly built submarine R-23 on builders trials, September 30, 1919. She was photographed by a chase boat from the Lake Torpedo Boat Company of Bridgeport, Connecticut.
